Enabling registry editing

I am trying to remove the swen virus and need to enable
registry editing on my computer and for the life of me
cannot remember how to change this setting. HELP.
I get the error "REGISTRY EDITING HAS BEEN DISABLED BY
YOUR ADMINISTRATOR"
