Enabling Registry Editing

Help!
I uninstalled Easy CD copier(which came pre-loaded) to
install an updated version. However, my PC won't
recognise my CD Rom and comes up with an error message.
Microsoft suggest editing the Registry, however,the
Editor is allegedly disabled by me!
How does one enable the Editor please?

If you are seeing this as an admin account, check your
machine for virus/wormsign as disabling reg access is
one symptom of recent diseases.
