Enabling Firewall

When I manually enable the Internet Connection Firewall,
according to the instructions of Microsoft Article
283673, the Control Panel window reports my dial-up
connection as "Firewalled". But the next time I connect
to the Internet, the firewall is removed and the settings
are cancelled. How come?
