Enabling Cookies

Hi
In order to change preferences in Google (which keeps telling me that my
cookies are disabled) I open Internet Options, click on Security tab and set
slider to Low. After I tell it that I am sure I want to do this, I click
Apply and then OK. But when I open same again, it has gone back to Medium!!!
Can anyone please tell me what is happening here?

try in ie, tools , options , and delete cookies ,delete
files, delete files'offline content' ,and cookies should
be set to medium high,apply.
