Enable Network Connection services

When I open Network Connections in Control Panel, I show
a blank screen, even though I have two network
connections. When I right click and Refresh, I get the
following: "The Network Connections folder was unable to
retrieve the list of Network adapters on your machine.
Please make sure that the Network Connections service is
enabled and running" How do I do this?
