Enable Mouse Right Click button?

I've noticed that on some computers, especially the ones at public
libraries, the right click button on the mouse doesn't display the
drop down menu for such functions as copy and paste. I have to left-
click on the Edit tab and then select copy or paste. Is there any
quick way to temporarily enable the mouse's right click function?

There isn't any "startup" listed under tools. I tried clicking on
Internet Options but got an alert saying this function was restricted,
and to contact the system administrator.

anyone else have any suggestions?

Are you talking about Internet Explorer? You're asking in the wrong place:
