Enable/Disable network connection

I would like to grant the local USERS group the ability to
enable or disable a network connection. I don't want them
to be able to change any of the properties of the network
connections, just enable/disable.

I am guessing there is a registry change I can make
through REGEDT32 or REGEDIT that will allow, but I can
find such an item.

We don't use Group Policies, and would prefer not to have
to implement Group Policies just for this, hopefully a
simply registry change?

go into gpedit.msc \user configuration\network\network and
dial up connections\prohibit access to properties of a LAN
connection\you need to enable that. now you can right
click My Network Places go to properties then right click
local area connection. now you can enable and disable, but
cant get to the propeties
