Emulator files missing error

Hello,

I am dotNet programmer who is starting a project for Windows CE on VS2003.
When I try and run the test program I get an error:

One or more files from the Emulator for Windows CE installation is missing.
Please reinstall Emulator for Windows CE and try again.

I have tried loading various files, but I still get this error. Any ideas
why?
