Empty Recycle Bin link not working

This is happeneing on 2 workstations on our network. When I open the Recycle
Bin folder and click "Empty recycle bin" on the left menu, it brings up the
Quick Find dialog. As far as I recall, this is new behavior in the last month
or so. What could have caused it, and how can it be fixed? Thanks.

Could you export the following registry key for the Recycle bin and then
post the contents for examination?

Thank you. I did isolate one context handler (for Quick Find) which, when
disabled, allows the empty recycle bin task to perform normally.
