I see no problem with that here.

Look at Control Panel|DEFAULT PROGRAMS and click on "Associate a file
type or protocol with a program"...
Is EML listed as being associated with Windows Mail?

If not, save an .eml file to disk, then double-click on it. When it
asks what program to use to open the file, locate...
"C:\Program Files\Windows Mail\WinMail.exe"
Open the file.

That should create the association.

Should be working as advertised, and the lack of response here hints
that it is for others.

Open Control Panel|DEFAULT PROGRAMS

Click on Windows Mail and be sure that it has all its default
associations, and is the default handler.

Many of the settings for Windows Mail are the similar to the Outlook Express
settings.
These are the settings for Outlook Express:

In Windows Explorer, go to Tools | Folder Options | File Types and find the
eml file type and click on Advanced and then highlight Open and then click
Edit.

The application used line should be:

"C:\Program Files\Outlook Express\msimn.exe" /eml:%1

Use DDE should be checked.

Application should be

msimn

and the Topic is

System

and the other two boxes are blank.
