Emails returning to inbox

Hi,

I have a problem with Outlook 2003 running on Windows XP. It is an
Exchange server account.

A user is filing away emails from her inbox into various other folders
in her mailbox, and is also deleting unneeded emails.

Periodically some or all of these emails will return to her inbox for
some reason.

Does anyone know why this would happen and how it can be fixed?

Is she running in cached mode? Is she online with the server all the time?

It sounds like Outlook is not syncing with the server.
