emails not going to blocked senders list

I send messages to to blocked senders list but the next day they still come
into my inbox. What am I doing wrong?
I use Outlook 2003 Microsoft XP Prof

Tools - Options - Preferences - Junk E-Mail - Options

What is the level of junk e-mail protection?

And are you sure that the sender address is exactly the same?

What is on your Safe Recipients list? Is your own address listed there?
