When I click on a web address embedded in an email it opens up one of the programs on my computer. No matter what address, it opens the same program.
 
It sounds like this program is the only associated with the mailto:
hyperlink on your machine. In Internet Explorer, check Tools | Internet
Options | Programs. You should be able to change it to Outlook there.
