email tracking options

How does the tracking options work in outlook? I am trying to come up with a
way to verify users have sent email w/wo attachments before a certian date.
Will this work even if they choose yes/no when they send/recieve?

tracking (reads receipts) are not very reliable and not all mail servers
will return them. They also only tell you that the mail you sent was
received and/or read but not the contents of it.
