Email template header footer

I have created an email template and saved it as a *.oft file, how would I
set outlook to use this template whenever a new email is started.

I am using outlook 2003, windows XP home.

Outlook has no option to use an .oft file for all messages. You'd need to run it on demand.

I am not sure what you have in mind, since email messages don't really have headers and footer quite like documents do. Maybe a signature would be a solution.
