Email sits in Outbox

I know I have asked this question before and had the answer but new
install and same problem. sending email in outlook 2003 and it will
sit in the outbox untill I hit s/r a second time.

Please help so I dont have to do this ;)

Disable your antivirus program that scans mail. See if this issue stops
