Email sits in Out box and keeps resending

A user of Outlook Express version 2000 has continual problem sending emails. They sit in the outbox, and give an error message, but the email actually sends, never moves to the sent box, and just keeps resending over and over. Help!
 
I am having the same issue on a couple of machines. Have
you figured it out yet?
