Email scheduler?

This is a strange one. I have a friend that sends an email out on the 1st
and 15th of every month. It's the same email each month. He is using
Windows XP with Outlook as his email client. Is there a freeware program
that will allow him to schedule the sending of these emails? In other
words, automate the process.
