Email says sent, but its not!

My outlook is saying that the e-mail has been successfully sent, but it still
appears in my outbox and tries to resend it. after it resends teh message it
says that it has been successfully sent yet again, but still remains there. i
have tried to delete the email from the outbox, but i cant because it says
that it is in progress. i cant cancell it. any suggestions>

Where does it say that it was successfully sent?
Are you able to open the email? If so, with it open, go to File->Delete.
Does that work?
If not, does the email have any attachments?
Have you been able to send any other emails since trying to send this one?
