Email Photos from My Pictures Folder

When selecting a photo in My Pictures Folder and email
this file in the File & Folder Tasks, a dialog box SHOULD
COME UP to ask to reduce the picture size (make smaller);
the dialog box DOES NOT COME UP and the picture file is
only reduced by about 15%, rather than reducing to about
10% OF THE TOTAL SIZE of the picture file. Is the dialog
box file missing or....

try [Start] => [Run] => "regsvr32 c:\windows\system32\sendmail.dll"
