Email a Photo

When I open My pictures and choose a picture to email and
file & Folders Tasks and email this file, a dialog box
should come up to reduce the size of the file. However,
the dialog box DOES NOT OPEN, but rather it goes into
email and the size of the file is only reduced a little
and the option to reduce the size is NOT available and
the file attached photo is NOT at about 10% as is
supposed to be. Is the dialog box file not there or...
 
It's not necessary to post multiple copies of
