I have an application that can generate vcs files that are importable into
Outlook as calendar appointments. I would really like to import them as tasks
but Outlook refuses to do so. How can this be done?

Since vcs files are vCalendar files - files that contain calendar entries -
I don't think you can't import them as tasks because they don't contain task
information.

Task items and calendar items use different file formats and cannot be interchanged for importing. Calendar items use the iCal format and tasks the iTask (IIRC).

vcs files can indeed contain task information. A task is referred to as a
vTODO in the vcs format. They apparently work with Lotus notes but not with
MS Outllook.

Outlook does not support iTask (assuming that's a spec by now) or VTODO.
