I know Windows Mail has a sound notification for email incoming. I would
prefer a pop-up window or a task bar icon so I don't have to have my sound
system running all the time.

Then you'll have to use a third-party utility - WM doesn't have this
function.

There already is a taskbar icon, if you consider the notification area
(systray) to be part of the taskbar.
