email incoming and outgoing

Im trying to set up my email using Windows Mail. This is the error message I
received:

The connection to the server has failed. Account: 'pop3.yahoo.com', Server:
'pop3.yahoo.com', Protocol: POP3, Port: 995, Secure(SSL): Yes, Socket Error:
10060, Error Number: 0x800CCC0E.

I know I'm doing something wrong. Please let me know anyone.
