EMAIL FORMAT NOT WORKING

Whenever I send a Excel or Word file via MS-Word or MS-Excel with File>Send
To>As Attachment, the new message window that opens have the formatting icons
like Bold, Italic & Underline inactive, and even no signature is found to be
present.
Any suggestion?

That is a limitation caused by those application initiating Simple-MAPI to
create a new mail message with the attachment. You'll find the same behavior
when doing a right click on a file in Explorer and choose Send To-> Mail
Recipient

The only way around it is to either start creating the email from within
Outlook or to modify the options (adding a signature and changing the
message format if needed) afterwards.
