Email doesn't show up in the INBOX until an old message is opened.

My user doesn't recieve his email in Outlook 2002 (XP) unless he opens an old
message or switches views/folders in Outlook, then they come in all at once
like they were being held. Any ideas?? I have seen this many times before
but never figured it out.
 
This is usually caused by something blocking udp packets.
Is the mailbox on an Exchange server? Is there a firewall or switch between
the user and the mail server?
 
Yes there is an HP Switch between the two computers. But it's only one
computer on the network all the rest are fine. How do i change the udp
setting?
