email account works in express but not in outlook

ok i set up a new account in outlook. i could not get it to work.
i went to outlook express and all is good. the next time i opened outlook
it saw that i had a new account in express and asked me if i wanted to import
it. i said yes thinking that now it will work. no dice i can receive email
just not send them. i have 3 other accounts that work flawlessly. the new
account works great in express but not in outlook. office 2003 with all the
latest updates.

error receivee is 'cannot located smtp server........'
the info used is the exact same info that works in outlook express
