It is possible to decrypt files on one w2k system that are
encrypted with EFS on another w2k system? I want to know
how to do this (if possible) with Microsoft tools and
methodology and without 3th party tools.

Yes. Export the user's certificate and private key on the first machine,
then import them on the second. To transfer the files themselves, ntbackup
can do the trick. Other 3rd-party backup software may also work, but I've
never tested it.

Thanks. Is it possible without exported user's cerificate
and private key in case when system on the first machine
is deleted (HDD is formated)?

No. Not possible. (That's exactly the scenario that EFS protects against.)
