How can I edit wave files?

What I mean is say there is a beginning or any other part
of a wave I want to remove, how can I do that?

Start>Programs>Accessories>Entertainment>Sound Recorder.

Open the *.Wav file. If you want to delete a section
from the beginning. You Simply Play. When you get to
end of the skipped section, simply click on stop. Edit,
then click on "deleted before current position". You can
do the same to set rid of data in the middle or the end.
