Editing files in Public Folders

When I post an excel spreadsheet in a public folder. Users have 'Edit items'
rights' When they open the attachment, they usually get a "Read-Only" copy.
Are users suppost to be able to open and edit documents in a public folder?
Is so, what am I doing wrong?

how are they opening it? is it attached to a message or saved directly in
the folder?
 
It is attached in the message.
