"Edit with Frontpage" button in IE is not available

Can someone explain to me what I need to do to re-enable the "edit with
Frontpage button" in IE? Here are my details:

Note: I'm trying to edit the same website with both machines.

Machine 1: Brand new install of Windows XP Pro and Frontpage 2003 - Edit
button is not available

Machine 2: Windows 2000 Pro - Frontpage XP - Edit button is available and
works normally.

Am I looking at an issue with the Frontpage version, or is there something
wrong with the version on the Windows XP machine?

When you say not available, do mean visible and not working, or not visible??

I've tried deleting the temporary internet files. That didn't seem to fix
the problem.
 
In FP have you set FP as the Default Editor (and in IE also selected it)?

If running IIS and the FP SE have you by chance disabled browser editing by selecting Enable Content Expiration on the HTTP Headers
Tab in Properties of your root web?
