Edit Windows Start Menu Items?

I want to reorganize some of the items on the Windows Start Menu to make it
more streamlined and functional. I am right clicking the Windows Start
button and choosing "Explore All Users" as directed. It works fine for 85%
of the items on the Start Menu but there are still several items on the menu
that don't show up in the Start Menu/Programs directory that comes up to
edit the menu. How do I access these other items? They must be listed
somewhere.

What are "these other items" ?

Here is a partial list of items listed under Start Menu/All Programs that do
not show in the Start Menu/Programs folder I am taken to after right
clicking the Start Button and chosing Explore All Users.

Default Programs
HP Total Care Advisor
Internet Explorer
Microsoft Location Finder
Rhapsody
Windows Media Player
Windows Update

All menu items aren't in the same Start Menu folder. The shortcuts are under
<drive>:\Users\<account>\Start Menu. Check the Start Menu under your
account.

Hello Bob,
Have you tried open the start menu, type the program you want in the search
box ? Right click the program that appears at the top, choose " Pin to
start Menu ".
As to the Default Programs, right click on Start button, choose Properties
( not Explore all users ), click Customize. Check the box next to Default
programs.

I am not looking to pin a program. I'm reorganizing, nesting folders,
moving a program from one folder tyo another, etc.

I can't find Start menu under the user's account. Could there be an
Explorer setting keeping me from viewing it?

It's actually a junction. The real Start Menu folder is located under
C:\Users\<account>\AppData\Roaming\Microsoft\Windows\
