I have a Realtek AC97 sound card which has a test facility that enables me
to speek into a microphone and and hear on the speakers.

However, I have not found how to do this without using the test facility.
Does anyone know if speech into a microphone can be echoed on the speakers?

Hi Lewish! It should be simply done by double clicking on the speaker icon
in the system tray and unmuting the mic input.

I don't know what's wrong on your system, but on mine, as long as the
microphone is plugged in I can speak into it, and hear it on the speakers.

Oh! I do know what might be wrong on your system! Open your volume
controls and make sure the mike isn't muted. To acess the volume
controls, go to the System Tray, find the icon that looks like a
speaker, right click it, and select Open Volume Controls or whatever
from the pop up menu.
