Here are some options:
1) Take screen dumps of every page and mail the images - no interactivity
or working links
2) Publish to your server and send the link to your client - forms and
links should work, but password protect the site.
3) Zip (in Windows Explorer, right click the website and choose send to
compressed folder) the website and mail the zip file
Option 3 enables the client to manipulate the pages, and allows them to
cancel the contract and keep the work done (if they are that way inclined
and the contract does not guard against this).
