e mail stays in outbox

I have an odd question. There are times that I send a few e mails, and
outlook will send some of them and the remaining e mails stay in my outbox.
When I hit refresh or send receive it shows everything was sent, but these e
mails still remain in my outbox NOT sent. In order for me to fix this I have
to delete all outbox e mails and re enter again and then send again.ie I must
recreate the e mail. this works SOMETIMES HELP
