E-mail continues to resend the same e-mail out 20xs

My outlook is in a loop when it sends out an e-mail. As soon as I send a
message out it will send it out about 20 times. Is there a way to stop it. I
tried to remove it from outbox but it wont move.

Disable your Anti Virus email scanning of in and outgoing emails. That will stop the loop as you call it.
