open it. It used to! Is it my security settings? How do I

OE/tools/options/security.

You'll see an option about "do not allow attachments..."

Deselect it.

Tools>Options>Security Tab: Uncheck "Do not allow attachments......."
Be sure you use good judgement before opening attachments.

You need to correct the setting that sends your post to an appropriate
newsgroup - one for OE is what you want. This one is for the XP OS.
