E-mail Address Auto-Complete Not Working

How can I fix this?

When composing a message and filling out the "To" section, my old e-mail
program (Incredimail) would suggest all possible matching contacts after I
type at least one letter. For some reason, Windows Mail only shows some and I
can't get it to show ALL of them.

I checked the box in Windows Mail options that says "Automatically complete
e-mail addresses when composing" (and it was already checked before I checked
it again) and that still doesn't work.
