DWWIN.exe ERROR

When I shut down, the process is interrupted by the following error window
DWWIN.exe ERROR -DLL initialization failed.
After I close the error window I then have to restart the shutdown Can't
find any solution in the MS knowledge base.

Have you recently uninstalled either Norton Personal Firewall or Norton
Antivirus?. I did this, and began having your error each time I shut
down. Uninstalling ZoneAlarm Pro and AVG Antivirus then reinstalling
Norton Personal Firewall 2004 and Norton Antivirus 2004 cleared the
error up.

I had this problem for months and just recently cleared
it up. Usually when rebooting or shutting down, the error
message will appear and then disappear in a few seconds
without doing anything. There have been hundreds of
postings about this for example at "www.annoyances.org,
Kelly's Korner (another annoyances web site) and others.
It's very frustrating because some swear the problems is
Gravis Game Pad, others say it's Norton AntiVirus. Some
have a registry edit fix. I fixed my with a clean boot

http://support.microsoft.com/default.aspx?scid=kb;en-
us;310353&FR=1&PA=1&SD=HSCH

and then the process of elimination.

Then after eliminating everything except the start-up
items I then went through the process of elimination of
the start-up items. I had done this before, months ago,
but was apparently more careful this time. The hardest
part is making items you're adding to the start-up during
the elimination process.

Here's a site where the problem is being discussed:
http://www.abxzone.com/forums/showthread/t-24408.html

Here's another place where a registry hack is being
discussed:

Good Luck. I know how frustrating it can be. The good
news is that it isn't doing any harm. It's Microsoft's
error reporting program Dr. Watson trying to make a
report and for some reason is unable to. I finally
discovered my problem was caused by the
program, "iHatePopUps."

I had the same problem;

Event Type: Information
Event Source: Application Popup
Event Category: None
Event ID: 26

Description:
Application popup: dwwin.exe - DLL Initialization Failed : The application failed to initialize because the window station is shutting down.

and did a Clean Boot for Windows XP per Microsofts article #310353. Through process of elimination by using 'msconfig', I narrowed it down to the Symantec Settings Manager (part of Norton Anti-virus 2004). I uninstalled and reinstalled NAV, but it did not go away after reinstallation. I can prevent Symantec Settings Manager from loading in 'msconfig' and the problem will go away. I guess I will have to get Symantecs attention to see if they will investigate the problem and come up with a patch.
