Go to Control Panel - Regional And Language Options. Take the Language
page and click Details.
There if you do not see US Dvorak under Keyboard for English in the
lower pane, click on Add and search for it in the lower drop down, so
you have English and US Dvorak in those two panes. Click OK. Then in
the Advanced page make sure you do *not* have 'Turn off advanced text
services' checked , then on the Settings page click Language bar and
check the top box to show the bar - it will appear on the desktop free
floating but you can drag it into the task bar
Or you can use the Key Settings to set up a hot-key combination for each
layout, thus avoiding a crowd in the taskbar
