These audio sound captures from popular movies are only
3bit not normal 4bit, do I need a special codec or should
IMA ADPCM or MS ADPCM 4bit codec be ok.
They play in wmp but qualty is poor.
Example Ace Venture soundclips:
Bit rate: 33kbps
Audio Sample size: 3bit
Channels: 1 (mono)
Audio Sample rate 11 khz
Audio format: IMA ADPCM
It might be that the sample is clipped.

Also movies encoded with DVI (IMA) 4.3:1 ADPCM or DVI
(INTEL) ADPCM all play ok should they?
Why was OP looking for "Intel" version of DVI ADPCM?
Are public supposed to have the "Intel" flavour of DVI
ADPCM installed instead of the generics?
