If it's new disc it should come formatted. If you have already written
something to the disc and want to reuse it you'll need to erase first (or
format).

No you dont need to format the CD just burn your data files on to it using
one of the following methods :

- copy and paste on to the CD/DVD Writer drive using Windows. Then right
click on the window and choose to write the files

-use some software like Nero
 
You do not normally form CD-Rs, DVD-Rs and DVD+Rs. You only need to format
CD-RWs, DVD-RWs and DVD+RWs if you want to use "packet-writing" tools like
Roxio's Drag to CD or Ahead's(Nero) InCD.
