DVD-ROM & CD-RW Issue

Both my DVD-ROM and CD-RW don't recognise discs unless I have already opened
my burning software (Nero 6). When double-clicking the DVD-ROM icon in My
Computer, the message "D:\ is not accessible. Incorrect function appears".
When I try the same on my CD-RW, it opens but is blank. When I open Nero 6,
and even after I close it down, both drives work correctly until the next
time I re-boot the PC.
Any ideas?
