DVD-Ram not reading discs

I have two DVD-Ram's one installed and one external. they are both giving me
the message to put a disc in the drive when there is already one in it. I
have tried checking the device manager and it says that they are working
properly. I tried troubleshooting but have not found anything that I can
understand or use.

I have tried DVD's, CD's, VCD's - data, audio, and video and get the same
message. The external drive is brand new and worked for three or four days.
but isn't now. I am using XP Home edition and have a Toshiba Satelitte.

The internal drive is a Matshita 840S and the external is a Matshia UJ-850S
USB. can anyone help me? I want to know how to fix this and what causes it
(if possible)
