I'm having the same issue. I have a fairly new Dell Vostro 1400
notebook with a DVD burner / multi reader. I'm running Vista Business
64 bit. The drive is a Pioneed DVD +- RWDR-K17 ATA device.
I've been able to read many CD's and DVD's without issue. Today I
tried to read a CD which I believe was created using the UDF format.
Vista treats it as a blank CD and wants to format it. The disk reads
fine in multiple XP machines.
Also, I noticed that Vista is misreading the disc size. There is a
single 118MB file on the disc and Vista is reporting that it is a
blank disc with 118MB of available space.

*Update. As I was writing this response, a friend walked by with Vista
Ultimate 64bit. His machine also deteced the disc as being blank when
he inserted it. However, when he explored the disc (as opposed to
double clicking it and auto-running) he was able to see the file on
the disc and copy it.

Odd, eh?
