I've snooped around. It's an unofficial version of the dvd decoder by the
CyberLink company. I don't think it's very legitimate, but it does seem to
work.

It adds a DVD tab to Media Player options that includes a Parental Control
function. Don't use it, so don't know if that function works, or whether any
other things are added at the same time. I do know that it does not appear
to interfere with any Media Player stuff.
