DVD burning?

Is there anything in WindowsXP that will enable me to burn .MOV, and
..VOB files? I have a 3-minute video on a DVD that I need to load onto
my WindowsXP Home system then burn it back onto other DVDs. Its files
are shown as VTS.VOB. If WindowsXP doesn't have a utility that will do
it, is there a recommendation for third-party software that I can use?

I should mention that my DVD drive in this Sony laptop is a "MATSHITA
UJ-831 Da." It's supposed to be a dual layer DVD burner; at least
that's what I thought it was supposed to be able to do.
 
I use Nero with good results.

XP has no built in capability for DVD burning. 3rd party software is
needed.
