No price mentioned and can't find out any details from the site,
because:

You must use AOL, Internet Exploder or Nutscape browsers, because our
brain dead webmaster says so. He doesn't know about the W3C or that
other browsers exist.

Appears to be true freeware. Works as a stand alone program and a PS
plug-in.

Basic settings are a bit brutal but mask can be tweaked for best results.
