Duplicate PTR records not be removed by DHCP

I have an issue where DHCP is not removing duplicate PTR records even though
I have the "Remove the records when lease expires". Several of them are kept
WELL beyond the scavenging schedule. I don't see any errors or related
warnings in the System, Application, or DNS logs. Anyone got any clue where
to look for why I have some PTR's going back over 4 months?

Any help is greatly appreciated.
