Duplicate folders in Windows XP

My wife's Toshiba laptop creates duplicate folders.
1. C:\Documents and Settings
Under this there is a Joan Miller folder and an All User
folder.
Under Joan Miller there are seven folders including My
Documents...and to my astonishment Windos itself!
My Docments contains seven personal folders.

2.Near the bottom of the tree, just ahead of Network
Places, Joan's Documents appears. This folder contains the
same folders as described in 1. above.

3. If I make new folder in Joan Miller it is duplicated in
Joan's documents and vice versa.

4. Obviously this will eay up my drive resources pretty
fast. I tried to delete the Joan Miller folders;Windows
would not permit it.Can you help me avoid this
duplication. Incidentally I noticed also that Windows is
located under Joan Miller. Wierd eh?

My understanding is that one folder is really just a shortcut to the file
itself. In other words, only one instance of the file on your hard drive.
